Well not the most advanced, but you wouldn't be counted out of a list. If you can justify it getting to you early on then you can develop it into high tech. I hear the Dutch trade a lot, so you probably can. You'd have some alright tech, but no airships or mechsuits.

Only problem is that we don't have a lot of people compared to other nations, and we're better at trading than colonizing.

Yeah, although populations will be a bit higher than IRL due to better agricultural tech. Trading can get you a lot in this world. Coal will probably be the top product.

Eh, I don't think pirates would really be up and running yet, there hasn't been too much colonization done. Though if you can explain how then go for it. Germany, aka HRE, will probably be quite the power, especially if you absorb all that land in the region.
