I think that'd actually be cooler. Perhaps three ships? First come first serve basis where people can app as a captain?

Should we make a primary antagonistic force that is directly affecting us throughout the roleplay? Or should it be more open?

Maybe like a government/navy that is an overarching foe, but day-to-day it should be open.

Well. Neverwinter setting is perfect. Coastal massive city with outlying ports and small villages. Lord Protector of the city(Neverwinter) runs an authoritarian dictatorship that oppresses the people and suppresses free will(antithesis of the pirating life). We can take liberties with islands and perhaps craft another one or two big cities to jump from hub-to-hub.

Yea on the tech. Maybe a singular faction with steam power, but that's a heavy maybe.

Mages can be on board. Though there will definitely be less magicians than normal fighters.
I like regular. But whatever. I have a way to make my character work either way.

Regular could probably work. Perhaps we could originally be part of a larger fleet of privateers hired by Lord Protector of Neverwinter? Our characters are all familiar - at least vaguely so - with each other at the start of the roleplay. However, in a stunning display of betrayal, whilst we are docked in port, the Lord Protector sends his soldiers to "take care" of the fleet. The three ships that remain, our ships, are the only survivors.
