Yeah. Cloning. Or Multiple Universonality Disorder, but that's not the case here because the universe is the same... and I can't say they're the same Charlotte because one has wings and an even more twisted backstory than the other if that's possible, although it would be quite interesting if they were to meet, LOL nope.

Canon says clones. Also, supernatural stuffs. So, maybe one or two are demons/clones/angels/doppelgangers/etcetera..?

WIthout getting too spoilery, the Clockwork Games has multiple universey type stuff anyways. Sunset Gates is sort of a nexus for inter dimensional instabilty, hence why the games take place there.
