Self Velocity Manipulation
Basically, he can control his own velocity, meaning he can go as fast as he wants, and hit as hard as he wants. Despite often nerfing himself to make fights interesting, he does believe there is a limit to his power, which means he is limited. Although he believes this limit to be incredibly high, by believing he has a limit, he is his own governor. Theoretically, if he believed himself to have no limits, he would physically have no limits to his strength and speed. He would be able to outrun light or destroy planets with simple punches. However, his own doubts are his weakness, along with his tendency to hold back to make things interesting. If this doubt were to be removed, there would be little limits to his power. The extreme cold also limits his power, as he has to put all of his energy towards vibrating fast enough to stay alive. Although, doing this, he can survive temperatures of absolute zero.

Weaknesses:

- His pulling punches
- People able to manipulate other object's velocity and limit his speed
- Temperatures under -200°F
- Often, he simply will leave a fight to others, believing his own involvement is pointless

Appearance:

Personality: He's incredibly apathetic, and doesn't care about anything. Most of this stems from his extreme boredom. It causes him to often back out of fights and let others handle it, as he is aware that he can defeat most enemies he comes across. The lack of any kind of thrill in fighting has led to this boredom, and causes him to believe that he is cursed by his own power. He will occasionally fight by holding himself back, if the opponent is superhuman, but, he has yet to find an opponent to truly challenge him.

Bio:
He's led a rather unimpressive life. He grew up in a suburb in New Hampshire, went to school, got C average grades, and generally lived carefree. This complacency spawned apathy, and, this apathy spawned boredom. Deep down, despite seeming apathetic and bored on the outside, he was craving excitement. He got it when one day, around the age of 14, a group of muggers backed him into an alley. Most people would be terrified, but Norm craved the excitement, and secretly was enjoying it. When Norm went to punch one of them, however, they did not take the hit very well. In fact, they mostly just dissolved, their torso and legs separating as their midsection was disintegrated.

As the two muggers remaining gasped in fear, Norm simply simply stared at his blood soaked fist, holding it directly in front of his face. However, his was not a look of shock, but one of severe disappointment. He did not remain apathetic to the fact he just disintegrated a man, but instead, it was quite the opposite. He was upset by how easy the fight was. Granted, he was also surprised, and quickly deduced he was clearly not normal by any stretch of the imagination. Looking to the other muggers, he simply shooed them off, deciding that they weren't worth his time.

However, the power he had made him curious, and, after fiddling around, he determined it must have had something to do with his speed, and his ability to control it. He tested it by going into the woods and destroying larger and larger objects, until he eventually got to the point where he was destorying hills and large abandoned houses. But, he caused quite the commotion during this training, and caught the attention of both the government, and a certain Home for the Extraordinarily Gifted. That is where his life got a little more exciting...
