Corvus' objectives are ultimately unknown, except by Corvus. Anyways; Corvus has been operating in secret for years due to its history. The problem here is if it's been operating since before the martial law or secessionist movement, then it probably already (and actually does) has/have a standing military and such. It's a private paramilitary, and most of the Corvus ships are thoroughly cloaked and disguised so as their weapons aren't easily detected. Corvus is essentially what you call a "rogue organization with unknown motive"; and despite this fact? No evidence legal, or otherwise, can support the fact they do some pretty questionable things. Therefor, it's hard to investigate them since they're basically the masters of coverups. I'm sure the SCC has some of its own dirty little secrets and coverups that they don't want let loose; let's just say the way Corvus covers up their secrets has been working so well the public throughout all galaxies doesn't even know they exist.
Well, as of now, the Sovereign Colonies don't know about its existence. The problem is that now with the Secession War and the repressions, the Colonials are taking all systems one by one to be sure that they are under their control. The Milky Way is in anarchy, not only due to the Secession War, but also because of the Invasion. If the Corvus do anything suspicious enough to attract the attention of the SCC, there won't be any questions asked, they will be branded as secessionists. It will be interesting what will the Corvus do, with all the chaos and destruction around them.
