And all my other chances of expanding or colonization are stopped by AEGIS. Nice.

Go east! Chinese, Indian, Thai,
Go east! There's so much to try,

Why. Just why.
You said Roman Empire without Rome is a shadow of its former glory. I'm reminding you of a Roman playwright who said we are all dust and a shadow. Seemed apropos. And funny.
That aside, the fact that any Roman Empire still exists is a win. More than that is frosting on the cupcake.

Still exists, threatened by an Italian state who has forgotten its Roman origins. How ironic is that? The people from the initial province of the Empire, Italy, are now the Empire's greatest enemies.

Admittedly, pretty damned ironic.

Wouldn't that somewhat weaken your claim to ACTUAL Rome?
If actual Rome looks like an unattainable goal, utilise domestic public relations to inform people as to why the old Rome is undesirable anyway, and why New Rome is superior. If you can't have it, make like you never wanted it.

I still want it, and I will have it. Of course, besides from its symbolic value, Rome really is useless. Constantinople is bigger, richer, and easier to defend.
