could we post an app for a Group of Batman villains that only ever act as a group, or would we have to choose only one and just role with it?

Depends on the size of the group though I think it's best if we don't have too many character's under a single person. I guess it also depends on the relationship. The Penguin has henchmen.

For a group of villains, would it be better if it's a team up of taking down the Batman? Consider the fact that Joker, the Riddler and Penguin once tried to make a wager over who could kill the Bat first. Then again when we see it in Arkham Knight when a group of villains lead by Scarecrow tries to take down both the Batman and Gotham. It's arguable that villains will try to kill Batman as a group when they're pressured into a corner together. The only issue is each villain is going to have a certain goal. Unless they find common ground, it will be difficult to form a group together and it'll come down to killing each other off.

Possibly a plausible solution, is something similar to the Injustice Syndicate that appears in alternative realities where the Justice League is Evil and the Villains are the good guys.

I wasn't Thinking of any actual group but the one in JL DCAU that had Copperhead cheetah, Kgbeast, and blockbuster

After the experiment finished, his new task is to oversee the government's attempt to reform Gotham into a safe haven for civilians and to do that, the extreme sense of order will be established under the guidance of the government of USA.

Probably. Even though Zero knows Suicide Squad and his members and he's only joining for one operation, he should knows about all of the members but not very close, and then after the operation he joined for once ended he acted alongside Waller as the overseers, assisting her.

He took the codename "Dark Valor" and fought until his 30th birthday, when he retired. He recently moved to Gotham.
