Any old characters that have not been killed off can be brought back. I assumed Richmond was the capital. In any case I was trying to break apart any major factions from the last RP.

Well, Richmond was the second most important city in Dixie. I was thinking about having them finish the Enterprise a few years behind schedule at Newport News.

Wallenberg is gonna have ties to a small settlement down south so you could go along that route, but they shouldn't be a major plot of the story.

Two or three? Any larger number would essentially be a small faction in of its own right.

I'm not trying to be a jackass or anything. After Outbreak broke off into a sort of faction v. faction sort of thing I'm trying to nix that before it can even begin, so I'm taking a hard line across the board.
