Due to poor production values and collective farming quotas not being met, the Soviet Union united both Turkmenistan and Uzbekistan under a single collective banner in 1956. Although made up both of Turkmenistan and Uzbekistan, the new, single states is collectively known as Turkmenistan, as Turkmenistanian parliament is the current diplomatic system used.

Since unification, much of eastern Turkmenistan has been transformed into oil and coal mines; collecting much of the untapped underground resources; making the new state an immensely important and subsequently influential Soviet asset.

Well, I thought that to do this you had to add a little twist on history. They are very similar states, and considering this is the time of the USSR, it would make sense for the two to be united ignored to produce more food and materials for the USSR.
