Though, I'm really only seeing a net negative for you. Even just replacing the ships that get sunk in the effort is going to be pricey.

Well, what I think of off the top of my head is Persian iron to fuel your arms industry in return for . . I dunno, coal perhaps? It would be necessary for the semi-industrialization the Shah is after.

Edit: Well maybe that wouldn't work so well. India has a ton of iron apparently.

Hmm, so a reduction in tariffs on Persian merchants purchasing coal from Mughal lands, in exchange for a reduction in tariffs on Mughal merchants purchasing iron ores from Persian lands? Does Persia have much iron in this era?

More or less.

Well Wikipedia tells me Iran has the world's 12th largest iron reserves in the world, so the Iron is definitely there. The major snag is that 1853 Persia certainly isn't industrialized enough to be extracting it on the massive scale needed. Also India has a ton of iron itself. So I guess that is kinda out the window.

Do you have any suggestions?
