Lebanon doesn't exist since about 30 years; Druze and Christian forces were pushed by Judea into a detente, and with Judea first supporting them and then intervening outright they took control of more or less all of Lebanon and petitioned for annexation within the Judean Realm. Palestine doesn't exist in any form like OTL either. It'd probably exist, for a radical minority of the Judean Arabs in the region, similar to how Lebanon is still upheld by some of the Lebanese Muslims. Lebanon ITTL is, to after some stretching, similar to Palestine OTL. I don't think it'd have any autonomy, let alone actual independence, but in the sense that (some of) its Muslim Arab inhabitants consider themselves Lebanese rather than Judean, a sentiment not shared by most of the Arabs in the rest of Judea.
And Syria definitely might be in need of aid, what with the Judean border being quite close to Damascus.

It doesn't have any immediate ramifications however. It hardly involves anyone other then Malaysia and Japan and the effects of it will be shown overtime.
