Meta is using things you know OOCly, like that Reina is watching Theramin, or even near him,or located on an elevated perch, and applying it ICly. You only knew about Reina's location through OOC means, using that to make an IC event occur is meta.
Reina also has the least physically powerful Semblance in the entire RP, in that she can't actually cause an real physical damage directly with it.
