So, how will a civil war in New Vegas happen?

I don't know. The conflict in Boulder City could polarize some groups. Communists, Federalists, Agorists...political extremism is growing. If any political party grew large enough in support, they could start a secession or revolution. The Valerians and Friends™ wouldn't be able to fight a multi-fronted guerrilla war. If this happened, the Minutemen might just break off. They are de facto independent anyway. Valerian forces would have retreated north to fight rebels, leaving the South open to Wild Ones.

Sounds fun.
