The Valerians (Lucky 38 holders) and Wardens (based out of California, now own the Tops which they stole from the Van Graffs) are close allies, trying to spread their influence everywhere. To give a concrete answer, no. It's a bit more nuanced than that, obviously, but ghouls really aren't common here or in California anymore. They are, however, pretty common now in former Legion and Enclave territory because of the war in 2377, but they are predominantly used as slaves by tribals in those territories (think Nebraska, Iowa and Kansas). Super mutants are not organized into any major factions anywhere in the Wasteland, currently. Most of the ghouls and mutants in the wasteland live in the Dixie Wasteland, which has no real contacts with the Mojave because...well, hundreds of miles of uncharted tribal territory isn't easy to pave trade routes over.
Getting any large number of ghouls or mutants anywhere near the Mojave would be very, very difficult to explain. Having a few of them wouldn't be ridiculous, though.

I see, you don't mind a Casnio run by a Ghoul who owns Super Mutant bodyguards and a unit of power armored pre-war ghouls who want to keep the Wardens and the Valarians from running the show and probably have some in-Strip power struggle?

Take out the power armored pre-war ghouls. Maybe just pre-war ghoul soldiers would do.
You could have them be a family who left Dayglow (the place has a lot of ghouls, so it makes sense), which is currently part of the Union State of Boneyard and Dayglow. The Union State is not at war with the Warden Republic, but they don't get along very well. While your family wouldn't be tied to the Union State directly, just being from Dayglow would add some conflict between you two.

Ok sounds fair. It seems that their needs to be something to counterbalance between the Valarians and Wardens influence and probably look forward to some fighting on the Strip.

Lunas Legion was supposed to play the Van Graffs at the Tops, but I guess RL stuff became to busy, so we let the Wardens take over the Tops to eat up abandoned factions.
Gomorrah and the Ultra-Luxe are open.

History: The Roughnecks used to be a special forces division of pre-war Ghoul soldiers who were infamous in Warden history for being the ones who have done more deaths than anyone of their kind during the rebellion. Sax used to be one of the few Ghoul generals who organized the "Green Sunrise Incident" that Dayglow rebelled and the Roughnecks spearhead the assault that killed the governor and made the Wardens retreat. They were given the Green Killers since Sax was a Glowing One and so was his second-in-command Talhoon.
After the victory and the war that showed that not even veterans of the Second Atomic War could not stop Bonyard and Dayglow, the entire division went away and took a few Vertibirds with them to Vegas and set up shop. They tried to settle down but raiders and racisim didn't allow them to have peace and a few of their soldiers had to gun down some people. However, they found some Super Mutants who were without unity and he recruited them for their plan on making themselves powerful in the Strip. The leader of this band was name Solomon who was a good warrior, but also was surprising good at learning about tourism and entertainment and were able to set up shop in Gomorrah by threats and gunshots.
They became the only Mutants on the Strip and quickly asserted themselves as the most richest by making Solomon in head of the Vegas tourism board and Sax as a the only Ghoul on the Council and being a staunch reformist and very anti-Warden and anti-Valarian, feeling that powers like their were going to take over the Strip from everyone. His fears were confirmed when the Wardens started to steal the Van Graffs territory and it was unanimous that he became the Protector of Vegas. He also issued that no Warden or Valarian was allowed on his grounds unless is for gambling and leisure and had issued his own Super Mutant guards at the entrance and his own private barracks and air force base just on the outskirts of Vegas and deliberately irradiated the place to only allow the Roughneck armor to train and prepare for if they have to fight for Vegas.
Now they are trying to fight for power against an increasingly powerful alliance that the Roughnecks need to find allies in strange places as they push their influence out of the Strip to try and help places like McCarran and independent traders to get on their feet but also have made their promise to reform the Families and take control of Vegas by their own hands so that their won't be no Wardens to annex them or former Legionaries to conquer their Casino.
Goals: Reform Vegas, Dominate the Strip. Conquer Vegas, help spread free trade and to help the poor in South Vegas. Try to bring more Ghoul and Super Mutants to be more acceptable and more to come to Vegas.

Your the spies right? I would think it would increase visibility. However, if you were to ally with me then I wouldn't mind using one of my vertibird to transport your operatives.
