Your going to Red Rock Canyon, the one place owned by the Khans? That's where my Commandos are operating from, however they are currently running around laying the ground work with propaganda and promoting people to rise up and all that jazz.

Hopefully to topple over the government of Vegas. No more power corruption, or using the people as tools for political agendas. If you want to help with the ideas and probably developing the movement than by all means help. It would be great for the movement.

Actually I can. Again, anyone can spin anything and even humanitarian work can be spined. Especially since you said you defeated the Wild Ones yet not even you knows that I am around and I can say you lied to the people and shot my speaker just to silence his freedom of speech.

Dixmix, he has a point. Depending upon your secrecy and popularity, it might be a bit of a jump to to have a populist uprising immediately.

And it is his town. You can have some rebels, or a few collaborators, but that takes some time and he does determine a good chunk of the populace.

We have a lot of lore surrounding the Enclave this far into the future. The only remaining Enclave group was in the north. The Dakotas, Minnesota and Michigan area. They were nuked by the Legion in 2377, and since then we have no official lore but I was going to run with something like "they collapsed, and remnants migrated into northern Legion territory".

You could play as a small expedition sent from that remnant migration. You would need to be in hiding, and find somewhere in the southern region of the map to hide out (the North is too populated, you wouldn't be able to hide). People here wouldn't like to know that the Enclave has returned.

What is considered an expedition?

20-40 men, I'd think. The Enclave isn't small, but an Enclave group trying to infiltrate the Mojave would certainly be small.
