Instead of being able to trade research, we should go the research pact route. And allow economic pacts as well which generate bonus happiness. These of course would have to go alongside pre-Information Networks communication, which I believe would be a boon to RPer interaction, and therefore retention.
Perhaps research agreements generate 0.1 RP for each player per the other's research building, rising to 0.5 with Information Networks. They last five years and may be renewed at will.
Economic agreements give happiness from the cultural exchange of ideas generated, a base of +1 that rises to +2 and +1 PP at IN.
They could cost a few in E to set up, maybe 3 aggregate from either player, representing the virtual infrastructure being erected.
I know the research trade can quickly put some ahead of others, but I don't really like the research pacts either. Economic agreement, maybe, though I don't want to complicate things even further.
What I think would be best is to raise the energy price of Tech transfer and implement some simple espionage mechanics that lets you steal techs from other factions.
