And Hark, he got a 28 turn advantage over me. If I had 28 turns to mess around with, I bet we'd be on roughly equal footing.

Hmm? Why do you say that? I would agree, but the fact that you can only build one Media Center per faction means you either have to spam Suburbs and fill them with people, or put up dozens of broadcast towers if you want to have some serious output.

Yeah, basically I just stockpiled Spice, used it all in one go to make myself Euphoric, which doubles my PP, which keeps me Euphoric.

I am also getting 8 PP from the effects of an SP, which converts excess happiness not caused by PP into PP, where effects providing Happiness are added to the negative before Happiness from PP.

All that, once combined and doubled, gives me 30 PP + 8 Happiness.

You need a Weapons Facility to assemble every naval unit except for a hydrofoil. Naval Bases are available from the beginning.
