And in no way did the Asari agree with the idea of expanding into the Terminus and call dibs on Illium and in no way would Matriarch Seri enforce that idea with a jackboot. No data is available.

You know I just realized something. The heretic station is in the Terminus. The Council, in ME 1 couldn't send a Fleet after Saren out of worries of war with the Terminus systems.

Also why not use this as an excuse to expand into the Terminus?

We dont need to. W canto hold that much territory. RIGHT NOW LITTERALY our fleet is to small to send and attack somthing blindly!

We're just talking about a small recon, initially, then wait and build up. Not sending in all our navies immediately, that would be outright insane.
