If it's addressing the entire Council, I'd say the Sub-IC. Usually when all Councillors are addressed remotely, they communicate from that room on one channel (The one Shepard addresses them in, the massive room serving as the Citadel Cub-IC photo), not all of them in separate rooms on separate channels.
