My guess is that after a fight with some Geth, you'd say you recovered some Geth components, then in a Research Station start a project to try to use these parts to combine them into a weapon with the Arc pistol's effects. Each station gives 10% a month if I remember right, so in 10 months, you'd have the Arc pistol.
For me I'll have to do the same later on. Once I start getting Tantalus Cores from the Turians, and a cloaking device from a Geth Hunter, I'm going to start a project to incorporate these devices into Salarian stealth systems, and create a frigate that has true cloaking (both visual and sensor stealth), and then I'll probably do another project to standardize and update these devices to fully make them Salarian components, making it cheaper to produce these frigates, since they'll be able to be mass-produced. And voila, awesome stealth frigates for my Operatives, Spectres, and rapid deployment of my SpecOps teams. Booyah.

You do realise that will lead to random events spawning lolhuge pirate/merc flotillas that will drown you in ships and crush any supply lines you have, yes?
