There is a NATO page and admission needs to be addressed. People didn't say anything because it wasn't written on any of the IC posts. Plus, Obama can't decide if someone is in or not either, it has to be addressed by the Seceratry General, in this case it Jens Stoltenberg, a Norwegian

A member state may be suspended or expelled from the UN, according to the United Nations Charter. From Chapter II, Article 5:[3]
'A Member of the United Nations against which preventive or enforcement action has been taken by the Security Council may be suspended from the exercise of the rights and privileges of membership by the General Assembly upon the recommendation of the Security Council. The exercise of these rights and privileges may be restored by the Security Council.
From Article 6:

Plus I think they can withdraw, however there isn't a system in place to check the legality of withdrawal as only Indonesia had ever withdrawn and even then it was for just a year.

I quote this from Wikipedia on Article 10 of NATO - I'm no expert but here's what googling brought me.
"This article poses two general limits to non-member states. First, only European states are eligible for new membership, and second, these states not only need the approval of all the existing member states, but every member state can put some criteria forward that have to be attained."
Israel definitely seems to be out as an official member of NATO, although I'm sure the US and by extension NATO will come to its aid if it is ever seriously threatened. Georgia on the other hand will need unanimous approval which I doubt it'll get since this is almost equivalent to an escalation of tensions with the USSR. Bear in mind that the US is fighting for influence here, while other European countries will be fighting for survival, so it seems unlikely Europe will be enthusiastic about any conflict.

There's talk about making changes to Article 10 so non-European members can join NATO
