Yes. Unfortunately, you don't have an approved app yet. You're going to need to link it to the current page first for us to look.
For the other query, NPCs in the main story don't need apps, but you need to let Agri know your plans first, and have an approved player character.
For my spin-off IC, you will need to make a new app for player characters, because they'll be restricted to Axis countries (I.e. playing the bad guys). They will then become NPCs in the main IC which you can control.

You play a German soldier from a penal unit, Strafkampfgruppe Geier. Reuse Agri's app and TG me your new characters. Collaborators from Axis and occupied countries are welcome too.
