In all seriousness, this will be my first RP that I'll be running in ages, I'm thinking about maybe implementing a very small game-play element to the RP revolving around sanity, and making it monster of the week format to allow for members to create and run their own scenarios. Any help at all, particularly with the formatting I would be immensely very grateful. Feedback would also be rad. If anyone wants to edit anything or contribute, feel free.

History
The groundwork for the agency was laid after the Innsmouth incident in 1928, A joint U.S. Department of the Treasury and Federal Bureau of Investigation uncovered ████████ within the small fishing town. The situation escalated, eventually leading to a secret united states military operation, resulting in the loss of over a thousand (Note that the count also includes those institutionalised) from both the federal agencies involved and the united states navy, who in addition to the manpower lost, also lost of a Tennessee class vessel, Pennsylvania class vessel and two S-class submarine. The threat was successfully managed to shut down ████████ activities, pacify ████████████ and destroy ██████ . The the losses that occurred during the operation and the threat of potential leaks proved difficult to hide from the masses, leading to a number of problems post campaign and a massive cover up campaign resulting in a lot of unanswered questions for the public at large.
It became clear that the united states government needed a more hands on approach, an agency which could investigate and destroy the increasing paranormal, occult and “alien” that presented a clear threat towards the united states, in secret. An agency that worked from the shadows, didn’t officially exist and was run by personnel for whom they had complete plausible deniability for. It was a knee slap reaction to a problem that was only going to increase as the world headed forward technologically. The agency primarily acted as a intelligence and espionage black operations unit. Initially voluntarily populated by the various surviving federal agents involved in the Innsmouth incident, they soon grew bigger as more operations came in, with them recruiting from federal agencies, police and the military from the mid thirties, with them later bringing on civilian specialists in their later years. They operated largely without any real punity and had virtually unlimited funding, with the government eager to prevent a repeat of what happened in Innsmouth and prevent panic among its citizens if the dark truths of the world were to become common knowledge.
From 1928 till the end of world war two, Delta green made overall great progress during this time despite its occasional operational failures and high casualty rate across the board. They put an end to various occult and paranormal activity across the united states, and abroad during wartime, notably in Europe and east Asia during and in the aftermath world war 2. Such as operation Cloverfield during the mid February conducted during the battle of Iwo Jima, and operation Blue Garden. A joint operation carried out by operatives of british intelligence unit PISCES and Delta Green during the invasion of Normandy. With the rising threat of communism in the east and the detonation of the soviet RDS-1 in 1949. The cold war had officially began, and the united states stand quickly deviated, with it becoming more dedicated to the study the unexplainable rather than the out right destroying it, so that it could advance itself on the world stage, with it largely looking to harvest and eventually reverse engineer such technology. With them sorely lacking in a dedicated group, Majestic 12 was formed in secret as an answer to these needs, creating a secondary secret organisation that went against everything that delta green was founded on.
The result was a large rivalry between the two organisations, whom both having radically different ideas and approaches. Delta Green destroying said entities in order to protect humanity from the dangers they presented, whilst majestic 12 wanted to study them in order to potentially use them for the united states gain. The united states government funnelled their funding over the years into majestic 12 as they more quickly grew in size, broadening their horizons as began investigation more than just alien technology. Eventually expanding to encroach and “interfere” delta green's operations, with the secretive research unit taking a more hands on approach in the sixties. Soon enough conflict began to arise between the two groups, and with it becoming obvious that the government favoured Majestic 12. The government began monitoring Delta Green operations with more increasing intensity and it wasn’t long until it was marked of death. A serious failure in pre-invasion Cambodia justified the shutdown of the secretive agency, with it being the final nail in its coffin, marking an end to official operations, with the government “retiring” the various agents. Majestic 12 quickly took over the mission objective that Delta green once had, modifying it to better suit their own, which involved the study and meddling of powers beyond our control.
Delta green's official service ended. However, the agency didn't just disappear. Agents within delta green tended to be persistent, and a sizeable number continued to operate in a guerrilla type fashion and without authority, seeing their country as being under threat from majestic 12 meddling, they continuing on their service with a certain zeal, them seeing themselves as only thing holding the horrors back. A number of attempts were made shut down the rogue agency on several different occasions. However, with them operating out of a cell structure and working in secret, it made it increasingly difficult to catch and dismantle them during the eighties, as every time a cell was shut down, another replaced it with entirely fresh new faces from various branches of federal law enforcement, military and even civilian, allowing them to continue their civil war from the shadows. Despite Majestic 12 quickly becoming a powerhouse black operations research organization, Delta green operations carried out a campaign against them, causing a number of problems for them during the early nineties, hindering their ability to fulfil their missions 100% effectively. It was around this time that communication with ████████ began to wane and eventually cease, and the cold war was set to end the soviet block crumbling from economic pressure and the revolts in eastern Europe. Majestic 12 soon became redundant as the millennium looked set to come to a close, and where officially “disbanded.” The research roles was quickly fulfilled by the organisation quickly being taken on by smaller agencies and the personnel from majestic 12 personnel joined with other federal agencies, went private or simply disappeared. While research roles was fulfilled, the need for a dedicated taskforce for tackling the unknown was not. Leaving the united states without a dedicated agency for dealing with dangerous anomalous activity.
In the turn of the millennium, the united states saw a stark increase in domestic terrorism and wars abroad. Following the 9/11 attacks in 2001, the nation was eager to prevent the same thing happening again, and quickly began spending more money on home defence funding as the united states recovered from the largest terrorist attack it had suffered. It Kick-starting increased powers federal agencies, such as the patriot act, a series of long wars in the middle east and, much more worryingly, a large batch of new, violent, unexplainable activity. Fear reared its head as the mass media spread sensationalist, fear laced news for increased viewership. Combined this with the advances in information technology during the 90’s and the common use of the internet and social media meant that strange news spread like wildfire. No longer could information be easily contained as the average person could easily upload confidential data forth onto the internet with a few keystrokes. Once again, the need for a dedicated agency to tackle the unknown arose again.
Delta green was officially reformed in secret in 2004 during a cabinet meeting after the blue room incident which occurred in the southeastern united states, resulting in a one hundred billion dollar price tag in damages, over one thousand dead civilians. (Known publicly as Hurricane Katrina) While fully reinstated into its original official state, few things had changed, unlimited funding was a thing of a the past, they had to answer to somebody, and the unit now has some slightly different mission parameters. Headed by various upper staff within the various alphabet soup agencies who had some knowledge of the agencies history or had dealings with them. They brought in fresh personnel from varying agencies, military units and some civilian contractors, all of whom had run in with the agency, or had been involved extreme violence or encountering things that man should not know, the type who could handle seeing mind melting entities.
Over the period of twelve years, the secretive agency again made good progress with a high but albeit expected number of casualties during its service and conducted a number of operations across US territories and in the middle east, particularly afghanistan and Iraq. Despite the pressure, the group has managed to get itself back to a state comparable to its state in the sixties. WIth it successfully setting up a large number of number of assets over the short number of years, creating a large network of contacts (often dubbed “friendlies”), safe houses and green boxes across the continental united states.
With an increase in strange and violent activity. Its starting to look like delta green is about to meet some of their biggest challenges yet.
Unit Information.
Delta Green's mission parameters are simple. Investigate, contain and conceal unnatural events. Because the unnatural is very much real, and it can kill. They covertly operate from within the united states federal government and often deal with things beyond the edges of reality that bleed through into our world. Things with immense power that destroy everything they touch. In the grand scheme of things, we are ants in comparison to the entities hiding in the shadows. So maintaining ignorance to the powers that are there is vital to maintain order. And having a black operations unit dedicated to tackling being publicly known would raise a couple of eyebrows.
In Order to maintain hidden. Secrecy is paramount. There isn’t an offices, there is no base, resource intranets and badges. Every team works independently from each other within a section identified by a NATO phonetic alphabet designation. A unit receives their mission from the caseworker, who receives his orders from Alpha section. Details about the command section does not exist so its unclear if the agency even has its own building as a headquarters. The majority of agents only know the other agents in their section and the case worker. The chances of encountering and working with another section is rare.
They primarily recruit out of federal alphabet soup agencies and the united states military, mainly from the FBI, CIA, and special operations units. People who can generally handle the type of work that they’ll have to deal with. That being said, the need for knowledge in specialised fields is key, so Delta Green often bringings on civilians with experience within scientific of medical fields. Most recruits are often flagged up for recruitment by certain experiences that would make them a desirable pick for a team, particularly something that would indicate that they have a psychological profile that can handle the work. Some include experiencing extreme violence or more importantly, encountering the unknown.
Between operations, agents still works at their “old” job, in order to make use of federal resources that whatever group or agency that they work with and most importantly, so no suspicion is aroused so that secrecy is maintained. When a call comes through, agents are required to drop everything and join the operation no matter what. Sometimes excuses can be made by friendlies in an agent's employers upper management, but there will be occasions in which Delta green requires an agent to take sick leave, claim personal leave or just plain disappear from their workplace until the mission is completed. If an agent risks being fired from their job, it is on them to avoid it and if they do, they are still expected to work with delta green, however, now they lack the resources from the agency that had came from.
The only way out is serious injury, death or a mental break, and when an agent becomes a casualty for whatever reason, it's is up to the other members of the section to cover it up, lest the person and the section will have to deal with the consequences from what may be uncovered if the agent injury/death/mental break is investigated..
On top of that, your average operation often requires them to break just about every single law and personal code, they still have deal with the potential consequences that come with it. Management doesn’t have the power to bail an agent out of a hairy situation with the law, and even if it could, it still wouldn’t, as it would pose a clear risk to operation security if the law enforcement unit was to start asking questions. That isn’t to say that upper management is completely powerless,, they can cover up and makes small pieces of evidence disappear on building cases in order to avoid the buildup of a case that might lead to the discovery. But if an agent gets caught they will have to deal with the consequences and take the punishment, be it arrest and prosecution, or humiliation from the mass media. Nobody can help them in that situation.
Funding and equipment is limited and is usually paid for out of the agent's pocket in a situation when something is needed right away. Requests can be made with the case officer for operational funding, but acquiring untraceable money takes time. Generally speaking at the start of an operation sections procure equipment from a delta green safehouse or through the black market where things like firearms must be acquired for the operation, personal firearms or service weapons can’t be used due to the risk of ballistics linking back to the agent, unless they are willing to dig the cartridges out of the walls and bodies themselves.
Operations.
The missions are always laid out the same. Minimize exposure, save lives, cover it up to save others from being exposed and never reveal the existence of delta green. The case officer gets information from A section and he shares it with the his sections agents. Communication is done through old tradecraft, instructions given face to face, transferred by hand to confirm the need for a meeting. With constant surveillance and the ever growing NSA farms, electronic notifications present a risk to operational security. The unit then meets up, gets a short brief on the operation, and are sent out to investigate whatever section A has.
The Agents themselves have very little knowledge of the forces at play, all they know is that they have to contain them by any means necessary. The secretive agency requires that they put their own lives, job and relationships on the line just do so. And it leaves most mentally unstable, with a broken marriage and a suffering from some sort chronic addiction as they attempt to find some sort of solace away from the insanity.
As for operations, sometimes A section can get the unit undercover and within the budget an official invitation or counterterrorist task force, with the SUVs, official databases and rooms at the nearest motels. But the majority of the time, they are sent in without any real cover on their own time, erasing tracks and covering expenses the best they can as they get the job done. A good chunk of the time operations occur after the fact, when a federal or military agency encountered something unnatural. With the delta green looking for ways to take over or at least get on their team's investigation.
Any witnesses are debriefed by agents and cajoled to keep quiet, some are easily convinced that they saw nothing, or can be kept quiet with monetary gain. If the exposure is to overt however, a decision must be made. If they can be trusted to stay quiet and potentially saves lives, then they could be brought on as a friendly. If not, the witness is to be discredited in the best possible method and if that is impossible. Then that witness must be eliminated.
