History The groundwork for the agency was laid after the Innsmouth incident in 1928, A joint U.S. Department of the Treasury and Federal Bureau of Investigation uncovered ████████ within the small fishing town. Soon enough conflict began to arise between the two groups, and with it becoming obvious that the government favoured Majestic 12. The government began monitoring Delta Green operations with more increasing intensity and it wasn’t long until it was marked of death. A serious failure in pre-invasion Cambodia justified the shutdown of the secretive agency, with it being the final nail in its coffin, marking an end to official operations, with the government “retiring” the various agents. Majestic 12 quickly took over the mission objective that Delta green once had, modifying it to better suit their own, which involved the study and meddling of powers beyond our control. Delta green's official service ended. However, the agency didn't just disappear. Agents within delta green tended to be persistent, and a sizeable number continued to operate in a guerrilla type fashion and without authority, seeing their country as being under threat from majestic 12 meddling, they continuing on their service with a certain zeal, them seeing themselves as only thing holding the horrors back. A number of attempts were made shut down the rogue agency on several different occasions. However, with them operating out of a cell structure and working in secret, it made it increasingly difficult to catch and dismantle them during the eighties, as every time a cell was shut down, another replaced it with entirely fresh new faces from various branches of federal law enforcement, military and even civilian, allowing them to continue their civil war from the shadows. Despite Majestic 12 quickly becoming a powerhouse black operations research organisation, Delta green operations carried out a campaign against them, causing a number of problems for them during the early nineties, hindering their ability to fulfil their missions 100% effectively. It was around this time that communication with ████████ began to wane and eventually cease, and the cold war was set to end the soviet block crumbling from economic pressure and the revolts in eastern Europe. Majestic 12 soon became redundant as the millennium looked set to come to a close, and were officially “disbanded.” The research roles was quickly fulfilled by the organisation quickly being taken on by smaller agencies and the personnel from majestic 12 personnel joined with other federal agencies, went private or simply disappeared. While research roles was fulfilled, the need for a dedicated task force for tackling the unknown was not. Leaving the united states without a dedicated agency for dealing with dangerous anomalous activity. In the turn of the millennium, the united states saw a stark increase in domestic terrorism and wars abroad. Following the 9/11 attacks in 2001, the nation was eager to prevent the same thing happening again, and quickly began spending more money on home defence funding as the united states recovered from the largest terrorist attack it had suffered. It Kick-starting increased powers federal agencies, such as the patriot act, a series of long wars in the middle east and, much more worryingly, a large batch of new, violent, unexplainable activity. Fear reared its head as the mass media spread sensationalist, fear laced news for increased viewership. Combined this with the advances in information technology during the 90’s and the common use of the internet and social media meant that strange news spread like wildfire. No longer could information be easily contained as the average person could easily upload confidential data forth onto the internet with a few keystrokes. Once again, the need for a dedicated agency to tackle the unknown arose again. Delta green was officially reformed in secret in 2004 during a cabinet meeting after the blue room incident which occurred in the southeastern united states, resulting in a one hundred billion dollar price tag in damages, over one thousand dead civilians. (Known publicly as Hurricane Katrina) While fully reinstated into its original official state, few things had changed, unlimited funding was a thing of a the past, they had to answer to somebody, and the unit now has some slightly different mission parameters. Headed by various upper staff within the various alphabet soup agencies who had some knowledge of the agencies history or had dealings with them. They brought in fresh personnel from varying agencies, military units and some civilian contractors, all of whom had run in with the agency, or had been involved extreme violence or encountering things that man should not know, the type who could handle seeing mind melting entities. Over the period of twelve years, the secretive agency again made good progress with a high but albeit expected number of casualties during its service and conducted a number of operations across US territories and in the middle east, particularly afghanistan and Iraq. Despite the pressure, the group has managed to get itself back to a state comparable to its state in the sixties. WIth it successfully setting up a large number of number of assets over the short number of years, creating a large network of contacts (often dubbed “friendlies”), safe houses and green boxes across the continental united states. With an increase in strange and violent activity. Its starting to look like delta green is about to meet some of their biggest challenges yet.
Unit Information. Delta Green's mission parameters are simple. Investigate, contain and conceal unnatural events. Because the unnatural is very much real, and it can kill. They covertly operate from within the united states federal government and often deal with things beyond the edges of reality that bleed through into our world. Things with immense power that destroy everything they touch. In the grand scheme of things, we are ants in comparison to the entities hiding in the shadows. So maintaining ignorance to the powers is key.. In Order to maintain hidden. Secrecy is paramount.There isn’t an offices, there is no base, resource intranets and badges. Every team works independently from each other within a section identified by a NATO phonetic alphabet designation. A unit receives their mission from the caseworker, who receives his orders from Alpha section. Details about the command section does not exist so its unclear if the agency even has its own building as a headquarters. The majority of agents only know the other agents in their section and the case worker. The chances of encountering and working with another section is rare. They primarily recruit out of federal alphabet soup agencies and the united states military, mainly from the FBI, CIA, and special operations units. People who can generally handle the type of work that they’ll have to deal with. That being said, the need for knowledge in specialised fields is key, so Delta Green often bringings on civilians with experience within scientific of medical fields. Most recruits are often flagged up for recruitment by certain experiences that would make them a desirable pick for a team, particularly something that would indicate that they have a psychological profile that can handle the work. Some include experiencing extreme violence or more importantly, encountering the unknown. Between operations, agents still works at their “old” job, in order to make use of federal resources that whatever group or agency that they work with and most importantly, so no suspicion is aroused so that secrecy is maintained. When a call comes through, agents are required to drop everything and join the operation no matter what. Sometimes excuses can be made by friendlies in an agent's employers upper management, but there will be occasions in which Delta green requires an agent to take sick leave, claim personal leave or just plain disappear from their workplace until the mission is completed. If an agent risks being fired from their job, it is on them to avoid it and if they do, they are still expected to work with delta green, however, now they lack the resources from the agency that had came from. The only way out is serious injury, death or a mental break, and when an agent becomes a casualty for whatever reason, it's is up to the other members of the section to cover it up, lest the person and the section will have to deal with the consequences from what may be uncovered if the agent injury/death/mental break is investigated.. On top of that, your average operation often requires them to break just about every single law and personal code, they still have deal with the potential consequences that come with it. Management doesn’t have the power to bail an agent out of a hairy situation with the law, and even if it could, it still wouldn’t, as it would pose a clear risk to operation security if the law enforcement unit was to start asking questions. That isn’t to say that upper management is completely powerless,, they can cover up and makes small pieces of evidence disappear on building cases in order to avoid the buildup of a case that might lead to the discovery. But if an agent gets caught they will have to deal with the consequences and take the punishment, be it arrest and prosecution, or humiliation from the mass media. Nobody can help them in that situation. Operations. The missions are always laid out the same. Minimise exposure, save lives, cover it up to save others from being exposed and never reveal the existence of delta green. The case officer gets information from A section and he shares it with the his sections agents. Communication is done through old tradecraft, instructions given face to face, transferred by hand to confirm the need for a meeting. Members come in and out so quickly that it would be impossible to brief them on everything that could be at play out in the world, and it likely wouldn’t be healthy for their mental health to do so, which is already at great risk. The secretive agency requires that they put their own lives, job and relationships on the line just do so. They see things that nobody should ever glimpse at, and it breaks most in someway or another eventually. Broken marriages and relationships, chronic addictions, and suicidal tendencies are all things delta green members will face as they try to forget the monstrosities they have to deal with and must remain silent about. During actual operations, dubbed “nights at the opera.” are conducted in without any real cover and on their own time, erasing tracks and covering expenses on the move to the best of their abilities. High speed, low drag. They work alone, against the odds, often with very limited resources and without any assistance from local law enforcement. And sometimes they find themselves against them. If they are lucky, resources may be left from previous operations at a designated delta green safe-house or green box. With the delta green looking for ways to take over or at least get in on the investigation in order to further their own and hide evidence from non DG friendly members of the task force. And lastly, people see things. Delta Green tends to act after the fact and any witnesses need to be debriefed by agents and cajoled to keep quiet. Some are easily convinced that they saw nothing, or can be kept quiet with monetary gain. If the exposure is to overt however, a decision must be made. If they can be trusted to stay quiet and potentially saves lives, then they could be brought on as a friendly. If not, the witness is to be discredited in the best possible method and if that is impossible. Then that witness must be eliminated.

Majestic 12 (MJ-12) A formerly covert group hidden within the department of defence which was disbanded in the late nineties. Formed officially after a presidential order following the Roswell incident, it originally comprised of twelve scientists and government officials in 1947, with its origins leading back to Manhattan Project during world war two. The primary objective of the unit was the capture and study of alien technology following the crash landing of an unidentified aircraft within Roswell, New Mexico, and much later in the projects life, communicate with extraterrestrial lifeforms. At the peak of its control, it had twelve divisions, each with its own responsibilities and sub-projects, with it primarily running out classified military bases and restricted offices owned by the CIA, NSA or NRO. Having very few dedicated bases. During its foundation, it was initially small, based out of area-51 and just comprised with scientific staff working on a very limited budget. However, the studies on the unknown craft and biological entities found inside proved to be an extremely valuable resource within a very short amount of time, providing the united states with greater insight and new interesting technology for their growing military. Greatly altering the government's mindset and approach to the unknown. With more funding being put into the project, Majestic 12 exponentially within two decades, with the group aggressively seeking out more alien technology to study for the united states military R&D projects, granting the united states military with some powerful experimental equipment that would set them ahead of the soviet block. It however, remained primarily an R&D group, with researching into a number of fringe sciences, whilst it outsourcing field operations to other special operations units up until the Vietnam war. When the group successfully managed to establish with biological extraterrestrial life codenamed GRAYS, which with whom they traded a number of things for advanced technology, kick starting the wind down of delta green. After the shutdown of Delta Green following the Cambodia incident, Majestic twelve received significant increases in manpower, particularly specialist military operatives who had seen things that they shouldn’t have during a number operation, resulting in MJ-12 slowly delving into more than just the study of foreign technology. It quickly formed an additional unit to carry out its goals, simply dubbed NRO DELTA, who they used to conducted blacker than black operations in order to both silence their enemies and using test experimental weapons systems against them. Most former MJ-12 agents moved onto high level federal work for agencies such as NASA and the CIA. Some however, elected to go private, taking some very confidential secrets with them. Paranormal intelligence Section For Counterintelligence, Espionage and Sabotage. (PEICES) A secretive British intelligence unit has its roots during the last years of queen Victoria's rule which British intelligence attempted to harness the the occult, in order to aid in espionage, particularly that of physics. PECIES ensured its survival after prime minister Clement Attlee was elected by presenting evidence of Karotechias activities, the steps that PEICES took to stop them and worrying occult trends that could pose a major threat towards the great British public. They remained active to this day, with them having conducted a number of activities, primarily focusing on routing out activity in her majesty's territories from the shadows, puppeteering other intelligence agencies such as MI-5, MI-6 and GCHQ to fulfil their goals. Main Intelligence Directorate special department 8 (GRU-SV8 ) Main Intelligence Directorate special department 8 is a special group dedicated to the study and combat of occult, supernatural and alien activity. During world war two, or the great patriotic war, after becoming aware of the strange Nazi experiments into the occult and supernatural through european spy networks. They received a number of strange and unbelievable reports of a secret SS unit conducting research into the occult. At first, the unit didn’t believe it. Character guide. REMEMBER TO REMOVE ANYTHING WITHIN THE BRACKETS Name; Simple, list your character's last name, then first name and then a middle name if applicable. Profession: What they do for the employer that hires them. In some cases special agents have specialised roles, for example, a crime scene investigator within the FBI, but rank should be listed when applicable.. A character isn’t restricted to the obvious professions, if you can think of an obscure agency or tradecraft you’d think would help in the hunting of a eldritch horror, feel free to go for it. The more interesting the better. Employer: Who hires them for their “day job.” If they a federal agent, list the agencies name in full, if they are a civilian, list the company and if they are a soldier within a military unit, state the branch and unit. The majority of characters will be some sort of agent within a federal agency however. But that doesn’t mean that you have to stick to the usual suspects such as the FBI and CIA. Anyone can be brought onto delta green if you can write a good enough reason for it, with each coming with some potentially interesting tradecraft. Want to RP as a forest ranger within the NPS or auditor with the IRS? Go ahead. Nationality: Most characters are going to be american due to the nature of recruitment in federal agencies in the united states. That being said, foreign characters aren’t totally out of the question if you can justify their constant trips to the united states, through exchange programs and the like. Gender:Strike out whatever is false in the application, Example, if a character is male, strike out the F on the application using strike command. Age & DOB. List the characters age and DOB. Education & Occupational History: List the educational establishments that the character has attended and the places that they have worked. Generally speaking, most federal agencies require employees to have some sort of college diploma, with most having degrees. It's important to have something relevant to whatever the character is doing as well. Example being a degree in criminology and psychology would lend itself towards perhaps a character specialising as a criminologist. It should be listed in the following format (Educational establishment / Degree / Years attended - Employer / Position / Years working there) Skills and tradecraft: Essentially what your character is good at and has experience in. If they come from a military intelligence background, they are likely to have skills and tradecraft in things such as SIGINT and such. Whilst a character involved in the IRS is likely to have skills in following money and paperwork related study. Pretty self explanatory. Physical description: On top of the picture, give some description to the character. Describe the build, ethnicity, height, weight, notable marks and any physical ailments that the character in order to give a better idea me and others your agent. Keep in mind, Psychological assessment: Fancy word for the characters personality and mental weaknesses. Try and balance the character out with some positive and negative traits in order to make a interesting and dynamic character which will be fun to interact with when the shit hits the fan. Mental weaknesses is basically any sort of sort of mental disorder, such as PSTD or OCD, that would be considered as an impediment. Delve into the severity and mention how it affects the character. Most importantly, research it before you use it. Motivations is a simple question. Why does the character work for delta green, and why did join up when offered. Personal relationships: This is important. No matter how we play it. Most human beings need some sort of positive interaction to stay sane, and this is equally true for delta green, who deal with insanity nearly every day. Anyone who the agent is close with and cares deeply about should be listed here. The obvious ones should include spouse, children and family members who they remain in frequent contact with. But it can be anyone from best friend to a co-worker that they frequently engage with. As time passes in the RP, the effects of what they are dealing with is going to brush off onto these people, as the encounters forever mold them into PSTD affected messes. Delta Green is notorious for destroying family lives and leaving their agents in an emotional mess. Having an avenue to RP that will provide some interesting individual character plots if the player chooses to do so. And so, you will lead your nation to great power. You can reclaim what those before had left you, or build anew. The world is ripe for the taking.
Long story short, the zombie apocalypse destroyed most of what we knew. Whole nations fell, but two decades after the end of the world, nations sprung up to rebuild. Some trying to rebuild what they once knew as our civilization, others building to spread their skewed ideology, this is the new world.Rules:
1) Any city that has a population of 10 million (like New York for example) is completely overrun.
2) NS Rules still apply, even in the fifth dimension.
3) No godmoding, metagaming, etc
4) Don't be a dick
5) Have fun or face extermination.
6) Nations in Western Europe only for plot reasons.

You don't? I don't know. I think I'm missing something, but the whole idea is to start with a few cities and then build from there. I guess Deramen will be taking care of the mapmaking. If you control a city, I guess you control some of the surrounding territory on the map.

Well Vacif later on went to clarify, meaning the borders of the countries, and cities and asking how they will know where they are if the map just shows the little blobs or what not for the map division. I may be incorrect in what they meant, but Dera's updated map with borders is below.

I've missed out on a bit, so I apologize for my confusion.
So the question is how will we know where we and others are on the map? We'll color code it and fill in the blobs with colors.
If they're asking if how we are going to make sure our claims are accurate on the IC map compared to real world geography, well I assume Dera is going to look at Google maps, and at the IC map, compare the locations with each other and their relationship to the borders, and fill in the map to the best of his ability with the highest accuracy possible.
