2.Earth is unclaimable. While I might change this at a later date, for the time being no one is allowed to control Earth. Minor bases with a dozen or so people is acceptable, but a full occupation is not.
3. No ship sizes above 25km, ship sizes under this will be left to the discretion of the player.
4. No pre-existing nations and species. Bringing over a nation that you've used in the past is fine. Simply bringing over Halo's Covenant or the Imperium of Man is not and any app that does so will be rejected.
5.Psionics and even magic are allowed, but use common sense when creating their abilities. No one man armies curbstomping entire planets. Abuse could lead to decisions being overwritten by the OP and CO-OPs and being kicked from the Rp with multiple offenses.
6. Only Tech Tiers up to 2/early 1 will be used in this Rp. Tier 0's with be "extinct" races and can be used in religions across the galaxy.
7.Have fun, no use being here if you don't.
Tech Tiers (List originally made by Querria)
- Tier 7
Tier 7 is one of the most basic and stable states, with limited weaponry and environmental threats. Societies tend to be small and scattered, driven by subsistence farming, foraging, or hunter-gathering needs. Technology is limited to simple hand made tools, weapons, or agrarian implements and methods, but a very broad understanding of planetary and solar mechanics is not uncommon.
In other words, picture a civilization in this tier using medieval technology. This means the civilization would use swords/spears, composite bows/crossbows, & simple catapults for weapons. They would use basic paper for communication, and use animals and simple machinery like wagons for transportation. Basically anything that is pre-Industrial Age.- Tier 6
Tier 6 Civilizations are usually at a technological level equivalent to Industrial age Europe and America. The use of steam technology is common in ships and other machines. Inventions and products used in Real-life 1800's would fall into this category. Basic firearms are in use, such as muskets, primitive rifles and revolvers, etc.
Pinnacles of this age would be basic automobiles, biplanes, blimps, lever action weapons, and basic medical technology.- Tier 5
Tier 5 civilizations usually begin focusing on clean energy production. The occasional belligerent civilization will use atomic energy for weapons, often resulting in mass extinctions. In-atmosphere craft are a hallmark, often leading to manned space flight, albeit in a short-scale.
In other words, a civilization in this Tier would be using WW2/cold-war era technology. a nation here could have satellites in orbit around their planet, but may not have the technological prowess to put orbital weapon platforms into orbit. If they did it would be something like a kinetic rod cannon or something or the like, used to drop missiles from orbit.- Tier 4
Tier 4 is often the final resting place for species intelligent enough to break free from their cradle's surface only to fill the gulf surrounding it with war. Their comfort-focused technology can include medical advances.
In other words this would be the era where a civilization would border MT & PMT on the old scale. A civilization could have spaceships, orbital weapon platforms, Mechs with wheels/treads, & advanced satellites but WOULDN'T have efficient FTL, which would be required for FT civilizations on the other scale.- Tier 3
Species has efficient FTL navigation, mass drivers, asynchronous linear-induction weapons, holocrystal storage and semi-sentient AIs (though their creation requires memory transfer from the freshly deceased and/or Flash Cloning). They have had no outside influence.
Basically, a nation in this Tier would have Magnetic(Kinetic)/Gauss weapons such as MAC cannons and Railguns, have spaceships with FTL technology, terminators or walking warrior/servant drones, but could still use MT technology since using this technology at Tier 3 might be expensive. There could also be kinetic shielding for vehicles like spacecraft, naval ships, & aircraft. basic power armor could also be used. While you have FTL travel, it may not be accurate enough to land you right at your destination, and your spacecraft will usually have to fly a ways to reach it's destination post-FTL travel.- Tier 2
The species has the ability to perform exceedingly accurate FTL navigation, near-instantaneous communication and man-portable application of energy manipulation.
At this Tier, Laser/plasma weapons could be used, as well as energy shields which could shelter people and things from energy weapons like nuclear weapons. As well, regular communication across a galaxy the size of the milky way could be possible. With FTL travel, you could arrive at your destination without having to fly to get there.- Tier 1
The species has the ability to manipulate gravitational forces, create AI with full sentience, fabricate super-dense materials, perform super-accurate FTL navigation, the ability to create life, and the ability to create worlds. Weapons such as highly concentrated beam weapons, hard-light weapons, and portable vibration/wave weapons may be used.- Tier 0
It is suspected that civilizations at this tier can travel across galaxies and universes and accelerate the evolution of intelligent life. Along with this the use of neural physics is suggested at this stage. Weapons such as (sub)particle weapons & handheld anti-matter weapons may be used. FTL Space travel may be near instantaneous, with use of portals directly linking two points. Military forces may be near invincible against civilizations weaker than tier 1.
In other words, a species at this stage could be said to have achieved transcendence, or become transsentient. A transsentient being may thus be considered beyond any recognized being and be on the level of godhood.

Multi System Nations (System Start Limit: 250)- These nations are fully fledged members of the galactic community. No longer must they require the aid of the Galactic Concordat, but can now defend themselves and pursue their own interests. The Home System is fully exploited, often being the center of their civilization. Their other systems vary in quality, often those older and closer to their Home System are more populous and in closer level to the Home System and firmly under their control, while those on the edges of their borders are often sparsely populated and have little oversight from the government, sometimes bringing attention from insurrectionists and pirates alike. These nations come in a variety of sizes, from little over a dozen systems to some in the low one or two hundreds. Their populations also reflect this, either staying rather under 50 Billion or up into 500 Billion, but the more populous, the more problems arise. They're technology has reached a stage common among the galactic community with a few nations becoming trailblazers in new technology.
Criminal State (System Start Limit 15)- Criminal States are made out of the lower edges of community, pirates, mercenaries, smugglers, and other outcasts. Throughout history, these groups have come together and have spread chaos and disorder throughout the galaxy. Fortunately, these groups are short lived either due to the Galactic Community taking them down or the ambitions of their base overtaking them. They often have a major hand in the criminal dealings of the galaxy, and can become a major threat if not dealt with.
Current Super Powers (3 slots available, including mine, System Limit: 10,000)- Out of the masses of Multi-State Systems, few rise up and make their mark on the galaxy more distinct. These states become the Super Powers of the Galaxy, leaders of the Galaxy and examples to the lesser nations. Their empires are stable and large, often controlling thousands of Systems and have a good handle on their security. They often are the creators of the Galaxies top of the line technology and their armies are formidable, but their real power is in their influence. These nations can change the course of galactic history into their own image, either leading it to peaceful existence among all species, or install supremacy over all. The reign of a super power is not easy, however. Often, rivals arise in unison with them, often with differing ideals that lead to tension and possible conflict, not to mention upstart smaller nations may wish more for their people then just another face wandering the cosmos. The reign of a Super Power can be brief, but those with determination can last a million years.
Ancient Powers(1 available, System Start Limit:2,000) These nations are old and primordial. Their peers of their time long gone, and their deeds logged deep in the archives. These nations have been around for hundreds of thousands, possibly millions of years. Their technology often eclipses even the Super Powers of the Galaxy, but their time has come and gone. Now, after centuries of decay, the Shell has been reused as living space for a growing population. Almost every species in the Galaxy has some sort of presence here, living side by side with their counterparts of other nations.
Organizations
The Galactic Concordat is one of the oldest Organizations in the Galaxy. The Concordat was established 25 Million years ago by the major Galactic Powers of the day. Its goal was to bring peace to the Milky Way, unite the galaxy under one banner, and even extend its influence across the universe. Things were going well until 5 million years after it's founding, when insectoid species, the Vax'yi Hive, invaded and devastated large areas of the galaxy. The Vax'yi were neutralized (but still can be found in the Galaxy) but at the cost of several influential species and an extreme loss of life, weakening the control of the Concordat. The following millions of years would see the influence of the Concordat wax and wane, as new species replaced the old and territories broke off. Now, the Concordat has seen a resurgence with the rise of the Tagali Federation and other powers, but still, the Concordat's influence is only strong in the Perseus, Outer, and Orion Arms of the Galaxy, with much of the Galactic North being contested or fully out of the sphere of influence.

Often, rivals arise in unison with them, often with differing ideals that lead to tension and possible conflict, not to mention upstart smaller nations may wish more for their people then just another face wandering the cosmos. The reign of a Super Power can be brief, but those with determination can last a million years.

The few remaining humans have gone back to their hunter gatherer roots, hunting the remaining game and scavenging the ruins of the their world. Multiple outside parties have visited the ruined planet as well, from humans returning to the planet as a sort of Pilgrimage and Aliens studying the origins of one of the Galaxies most populous species.

The planet was artificially created 25 Million years ago by the original founders of the Galactic Concordat, with what has become known as the shell being created as a planetary defense 5 million years later during the Vax'yi Invasion. Now, after centuries of decay, the Shell has been reused as living space for a growing population. Almost every species in the Galaxy has some sort of presence here, living side by side with their counterparts of other nations.

The Galactic Concordat is one of the oldest Organizations in the Galaxy. The Concordat was established 25 Million years ago by the major Galactic Powers of the day. Its goal was to bring peace to the Milky Way, unite the galaxy under one banner, and even extend its influence across the universe. Things were going well until 5 million years after it's founding, when insectoid species, the Vax'yi Hive, invaded and devastated large areas of the galaxy. The Vax'yi were neutralized (but still can be found in the Galaxy) but at the cost of several influential species and an extreme loss of life, weakening the control of the Concordat. The following millions of years would see the influence of the Concordat wax and wane, as new species replaced the old and territories broke off. Now, the Concordat has seen a resurgence with the rise of the Tagali Federation and other powers, but still, the Concordat's influence is only strong in the Perseus, Outer, and Orion Arms of the Galaxy, with much of the Galactic North being contested or fully out of the sphere of influence.

2.Earth is unclaimable. While I might change this at a later date, for the time being no one is allowed to control Earth. Minor bases with a dozen or so people is acceptable, but a full occupation is not.
3. No ship sizes above 25km, ship sizes under this will be left to the discretion of the player.
4. No pre-existing nations and species. Bringing over a nation that you've used in the past is fine. Simply bringing over Halo's Covenant or the Imperium of Man is not and any app that does so will be rejected.
5.Psionics and even magic are allowed, but use common sense when creating their abilities. No one man armies curbstomping entire planets. Abuse could lead to decisions being overwritten by the OP and CO-OPs and being kicked from the Rp with multiple offenses.
6. Only Tech Tiers up to 2/early 1 will be used in this Rp. Tier 0's with be "extinct" races and can be used in religions across the galaxy.

Tech Tiers (List originally made by Querria)
- Tier 7
Tier 7 is one of the most basic and stable states, with limited weaponry and environmental threats. Societies tend to be small and scattered, driven by subsistence farming, foraging, or hunter-gathering needs. Technology is limited to simple hand made tools, weapons, or agrarian implements and methods, but a very broad understanding of planetary and solar mechanics is not uncommon.
In other words, picture a civilization in this tier using medieval technology. This means the civilization would use swords/spears, composite bows/crossbows, & simple catapults for weapons. They would use basic paper for communication, and use animals and simple machinery like wagons for transportation. Basically anything that is pre-Industrial Age.- Tier 6
Tier 6 Civilizations are usually at a technological level equivalent to Industrial age Europe and America. The use of steam technology is common in ships and other machines. Inventions and products used in Real-life 1800's would fall into this category. Basic firearms are in use, such as muskets, primitive rifles and revolvers, etc.
Pinnacles of this age would be basic automobiles, biplanes, blimps, lever action weapons, and basic medical technology.- Tier 5
Tier 5 civilizations usually begin focusing on clean energy production. The occasional belligerent civilization will use atomic energy for weapons, often resulting in mass extinctions. In-atmosphere craft are a hallmark, often leading to manned space flight, albeit in a short-scale.
In other words, a civilization in this Tier would be using WW2/cold-war era technology. a nation here could have satellites in orbit around their planet, but may not have the technological prowess to put orbital weapon platforms into orbit. If they did it would be something like a kinetic rod cannon or something or the like, used to drop missiles from orbit.- Tier 4
Tier 4 is often the final resting place for species intelligent enough to break free from their cradle's surface only to fill the gulf surrounding it with war. Their comfort-focused technology can include medical advances.
In other words this would be the era where a civilization would border MT & PMT on the old scale. A civilization could have spaceships, orbital weapon platforms, Mechs with wheels/treads, & advanced satellites but WOULDN'T have efficient FTL, which would be required for FT civilizations on the other scale.- Tier 3
Species has efficient FTL navigation, mass drivers, asynchronous linear-induction weapons, holocrystal storage and semi-sentient AIs (though their creation requires memory transfer from the freshly deceased and/or Flash Cloning). They have had no outside influence.
Basically, a nation in this Tier would have Magnetic(Kinetic)/Gauss weapons such as MAC cannons and Railguns, have spaceships with FTL technology, terminators or walking warrior/servant drones, but could still use MT technology since using this technology at Tier 3 might be expensive. There could also be kinetic shielding for vehicles like spacecraft, naval ships, & aircraft. basic power armor could also be used. While you have FTL travel, it may not be accurate enough to land you right at your destination, and your spacecraft will usually have to fly a ways to reach it's destination post-FTL travel.- Tier 2
The species has the ability to perform exceedingly accurate FTL navigation, near-instantaneous communication and man-portable application of energy manipulation.
At this Tier, Laser/plasma weapons could be used, as well as energy shields which could shelter people and things from energy weapons like nuclear weapons. As well, regular communication across a galaxy the size of the milky way could be possible. With FTL travel, you could arrive at your destination without having to fly to get there.- Tier 1
The species has the ability to manipulate gravitational forces, create AI with full sentience, fabricate super-dense materials, perform super-accurate FTL navigation, the ability to create life, and the ability to create worlds. Weapons such as highly concentrated beam weapons, hard-light weapons, and portable vibration/wave weapons may be used.- Tier 0
It is suspected that civilizations at this tier can travel across galaxies and universes and accelerate the evolution of intelligent life. Along with this the use of neural physics is suggested at this stage. Weapons such as (sub)particle weapons & handheld anti-matter weapons may be used. FTL Space travel may be near instantaneous, with use of portals directly linking two points. Military forces may be near invincible against civilizations weaker than tier 1.
In other words, a species at this stage could be said to have achieved transcendence, or become transsentient. A transsentient being may thus be considered beyond any recognized being and be on the level of godhood.

#IA_APPNew Arrivals (System start limit: 1)- New Arrivals are species that have broken out of their homeworld's grasp and have begun to interact with the Galaxy around them. For the most part, their territory is kept to their homeworld, some rather primitive orbital stations, and possibly fledgling colonies on their homeworlds natural satellites and other bodies in their system. Their nations are rather technologically primitive with populations only in the low billions along with rather weak armed forces. This makes them prime targets for more predatory species of the Galaxy. Fortunately, it is illegal for older nations of the Galaxy to forcefully annex these new nations and can face extreme economical penalties and even war. These nations also receive great amounts of aid from the Galactic Concordat to help them establish themselves in the Galaxy such as funding, technological aid, protection, and colonization rights to planets outside of their home system.
Solar System Nations (System Start Limit: 1)- These nations, while still young, have a better grasp on their place in the galaxy. They have gained full mastery of their system, with growing and stable colonies across the system and are beginning to explore outside colonization options. Their population, while growing, is still small and barely reaching above 15 Billion at best. However, they are better able to defend themselves as they have started developing technology capable of standing up to the powers of the Galaxy. Still, they are still protected by the Galactic Concordat but have begun to take up most of the defense duties. Their growing markets also make them attractive to outside investments but can lead to less reputable people to exploiting that.
Multi System Nations (System Start Limit: 250)- These nations are fully fledged members of the galactic community. No longer must they require the aid of the Galactic Concordat, but can now defend themselves and pursue their own interests. The Home System is fully exploited, often being the center of their civilization. Their other systems vary in quality, often those older and closer to their Home System are more populous and in closer level to the Home System and firmly under their control, while those on the edges of their borders are often sparsely populated and have little oversight from the government, sometimes bringing attention from insurrectionists and pirates alike. These nations come in a variety of sizes, from little over a dozen systems to some in the low one or two hundreds. Their populations also reflect this, either staying rather under 50 Billion or up into 500 Billion, but the more populous, the more problems arise. They're technology has reached a stage common among the galactic community with a few nations becoming trailblazers in new technology.
Criminal State (System Start Limit 15)- Criminal States are made out of the lower edges of community, pirates, mercenaries, smugglers, and other outcasts. Throughout history, these groups have come together and have spread chaos and disorder throughout the galaxy. Fortunately, these groups are short lived either due to the Galactic Community taking them down or the ambitions of their base overtaking them. They often have a major hand in the criminal dealings of the galaxy, and can become a major threat if not dealt with.
