His entire life, growing up without his father present on the Neimodian Purse world of Cato Neimodia, caused him to despise his Father. It wasn't until the CIS was defeted that he seen his Father was truly right. He had devoted himself to something greater than his own son. That was honorable, and he then devoted himself to something great-the safety of the Neimodian People. Of course, he was greedy, and made sure any course he took was profitable to him as well.
Using his Fathers name, he rose to significance within the Neimodian worlds and was chosen as the Administrator of Neimodia and the Purse Worlds. With this position, he became wealthier than he was already.
He used his wealth to secretly fund the creation of a small droid army on Neimodia and rebuilt 7 Lukrehulk Battleships and his them from the Empire.
In recent years, as the Empire became weak, he built 2 more Lukrehulks with his own wealth. Finally, as the Emperor fell and a new CIS rose, he found it profitable to join the CIS.
Since his rise to power he has grown wealthier and more influential. He only hopes he retains his influence in the new CIS unlike his Father.

Ok, I am thinking 300 Million with the following specifics-
180 Million B1 Droids
100 Million Super Battle Droids
19 Million BX Series Commando Droids
600,000 Droidekas

Actually Rebels definitely weakest faction.
Best keep in mind though, those quintillions were still outright defeated by the GAR.
Plus twenty years of tech and infrastructure, so.
Besides, I think you'll find those numbers can be altered.
