From an IC standpoint, few pokemon are going to become fully mature within a handful of years, even under the tutelage of a trainer. Little bitty Charmander turning into a Charizard in five years is somewhat unrealistic.
Of course, I'm not a thread (co-)OP, so these are simply my own thoughts.
I disagree, under enough training (seeing as training increases both strength and discipline, which in turn leads to greater maturity) it is logical for a Pokemon to reach it's final evolutionary stage within five years.
You might be underestimating how much it takes for a pokemon to evolve. If you think of a three-stage regular evolutionary path to be analogous to human maturity and growth, the first stage runs from birth to (roughly) 15 years of age, the second from 15-35, and the third from 35 to death. Though it could hardly be considered an official source, look at any pokemon fan art where you see a person go through their whole life with one pokemon. It tends to follow the 0-15, 15-35, 35-X path.
Of course, New Jordslag has rendered the whole point moot. (now I can get back to working on my app)
