The Mughals are still a semi-strong Empire not in a very dire situation but not in a Golden Age by any means, they need to crumble into tiny princely states before you can really "buy" (and by buy I mean bribe princes with $$$ to become your protectorates) land.

You can work to perhaps expand your treaty ports, but you cannot buy like lands.
