I disagree. Even at its worse conditions people would prefer to stay in the U.S. Especially with the growing standards of living and with the ongoing movements of reform. You can just take a look at South Africa. Not even that country which is doing way better than all African countries is able to bring any people from the US

I suppose you can attract blacks from other nations. But from the US it is the choice of the player to allow that or not.
