I COULD be a United Arab conglomerate in Africa, based around Egypt/North Africa.

No, you can't be that because North Africa is European.

Apologies. Without the map I really didn't know that. Hmm, what of a Central/South American Union? Could possibly have undergone a communist revolution?

He doesn't want that much AH I hope and assume. Also, you would've known about that without a map if you had basic knowledge of WW2 geography.

You don't have to do Pearl Harbor. And if you did then you could send the third wave that the Japanese didn't send for reasons.

I think they just wanted to get out of there before a sizeable US counteroffensive could respond.

No, Admiral Yamamoto cancelled the third wave because of high losses.

Okay, so what about a struggling economy brought up by oil? Central/South American woes answered with oil from Venezuela and the Cuban Basin. Nations form a powerful conglomerate as a result, and use the oil as their main export. How's that?

I suppose you're right.

But the reason that the United States cut off oil to Japan was in reaction (to a point) to when Japan seized French Indochina. (Due to the Armistice signed with Germany, France had to obey any request made by any of it's allies, so when the Imperial Navy showed up at Saigon, there was not much the French could do, and the region was handed over peacefully. (To a point, as it did get violent.)) If I don't expand into to many European colonies such has French Indochina and Guangzhouwan, British Hong Kong, and moslty focus on Russia, then I may be able so stay work things out with the allied countries. I'm not sure.

Well, maybe not Russia, maybe China.
