No, they cant, we speak of large metal industrial nets to keep out submarines that are only lowered a few times a day to let ships in and out.

In addition a lot of times they were electrified, and the patrol boats also had divers on sporadic patrols.

Indeed I do. The 5cm gun wasn't introduced until Ausf. F. The vast majority of Panzer IIIs in service, and there was only a few hundred at the time, are earlier models.
