Whoever offers the most shit gets the carriers. All the older carriers are still pretty decent too; they'll probably need to be modernised with steam catapults and structural reworks and the like as they were historically (or proposed to be), so they're alternatives.

1952 was the first test. Getting delivery systems probably accounted for the next 3 years.

Nope. Attlee won in 1945 and barely held on in 1950 with a majority of 3. If he doesn't handle the economic situation well, then chances are he could lose that majority in by-elections.
