I am Soviet why would I let the Latins get the ships. Clearly we have a higher purchasing power, anyway, and more global influence. In addition to that, the Union is much more willing to with work the Allies than the Axis, and I suspect that the Allies feel the same.

But, eh, just sayin'.

I'm planning on selling the ships in a roughly equal ration between USSR and Axis, but skewed towards the USSR because Axis starting advantage.
