The USSR has a much bigger issue to deal with then its navy.

Every dollar that goes into your navy is a dollar taken from the army. What are you going to do with it? You barely even have a port to strike from.

Not to mention carriers are massive, highly specialized, very expensive ships only three nations have ever mastered. Those being the US, Britain, and Japan. What the USSR even do with them?

Not particularly. USSR cannot into economic theory, after all. Ah, well I intend to use them to do war. Major Soviet ports: Leningrad, Sevastopol, Vladivostok, Archangel.

Once again, do the war. I'd hate to block everyone out from my plans, though they should be pretty obvious, given all that the USSR stands for, in addition to possible international developments.

Leningrad and Sevastopol are ports to inland seas, terrible environments for carriers, and useless anyway because an airbase on any point on the coast can accomplish the same task. Archangel is not a warm water ports and thus useless for most everything but subs. Vladivostok at least leads to the Pacific, where carriers are useful, but unless you want to start a kerfluffle with the Allies there's not much point to it.

incidentally:
I'm compiling a list of US Army, Navy, and Air Force Elements and their (approximate) current location ITTL. Truman has presumably deactivated a lot of the forces, but not as many as OTL what with the Nazis still being around.

If anyone has any info to add, I'd appreciate it.
