It would probably take a while for Shrike to get from HQ to the truck, especially since he doesn't have any transportation-related powers, and I'd assume the LAPD would already be there. I was considering having Shrike send in some HEIR riot-control drones under his control to fight the mercenaries, but that seemed a little Deus Ex Machina-y.
