The moment you said neutral Soveign Colonies... hosting. I knew it.
They hate aliens! Even the not-harmful ones.
The Acruani! Would be better handling peace talks. Who is more neutral than someone who kinda deals with all sides at the same time?

1. I won't do anything, like I don't know, attack you during the negotiations. The Sovereign Colonies are a honourable nation.
2. The Colonials don't trust the Acruani

They are the only ones who don't! I mean, people went around handing us superweapons... And you don't see us enslaving people or anything, right?
But who would even think to attack several galactic leaders, that happen to meet together for people. That is unthinkable.

We should probably make the map of the Milky Way. I've already found two possible images, but one of the problems is that the Sovereign Colonies are probably controlling most of the galaxy.

Cool. Is this still open? I know the creator but it looks like he hasn't been on in months.

Long before Humanity first leaped down from the trees and made the first sparks of fire, and thus the first sparks of intelligence, in fact long before dinosaurs roamed the plains and deserts of the world, Mars was a lush paradise. Their government was a semi-democratic socialist Hegemony which ruled with a typically fair hand over a happy populace. However, about the same time that humanity was making its first bows and arrows, Mars became virtually uninhabitable under the strain of eons of hyper-industrialism. As only a select few million left Mars on massive ships for the space beyond the Sagittarius Arm, Mars went quiet and the remaining Martians annihilated themselves in a nuclear war that tore apart the atmosphere and wiped the planet clear of any trace of life. Millions of years later, New Mars had become the center of a Hegemony with a bustling economy, foreboding military, and a vast hunger for energy and stars.

Well, that isn't entirely in accordance with the history I've been working at, but I will probably have to work with it. Space probably still exists in the Milky Way because we haven't done the maps yet, but my Sovereign Colonies rule over almost the entire galaxy.

Okay thanks, and sorry for the inconvenience. If there is a conflict on history I'll yield to you because you put up your app first.

Well, since the OP let the history pretty vague, I tried to do something.
http://www.nationstates.net/nation=tracian_empire/detail=factbook/id=443530
This is what I have until now. In order to justify my nation's existence, I thought that in the Long Night, the Colonies started to rebel against Earth. Mars was one of the first, but since it was so close to Earth and alone(all FTL travel was destroyed by the time), it was defeated, and conquered. Your nation could probably have been founded by Martian refugees, that just went from planet to planet until FTL travel was reinvented and founded New Mars.
The reason why I mentioned the fact that I control most of the galaxy is that it would be very hard for your nation to develop with mine surrounding it

We could have an alliance. Or at least an NAP.

Okay. I can expand out of the galaxy if you give my vessels free passage through some of your space, or allowed us to have a free-passage 'spacelane'.
