Everyone Is trying to screw over everyone else, but nobody really knows what anyone else is actually planning.
I'm thinking more along the lines of folks wandering about an overworld map, gathering resources, dueling brigands, all that jazz. The forums don't really lend themselves to secret IC gameplay.

Huh. Well, you're the expert on this.
What I'm thinking is that society devolved into city states, because nobody can afford the sheer fuel cost of patrolling several cities.
So it'll be a neofeudal society, where the central government still exists, but they don't have enough fuel to actually police much more than the capital district. The first idiot to show up with a machine gun to a town now effectively controls it.
The only people who travels between cities are merchants, bandits, diplomats and such.
