If your talking about the core book no. It costs about 25 on Amazon though.

Also if we have a coalition character it will be hard to have any anti-coalition characters if they're still loyal to the coalition. Especially magic.

1) you have to fix the request assistance form
2) We decided to start a game of Rifts on Roll20, which Seno made and we all signed up for, then we made a separate thread because we were cluttering up this one. You might want to ask the mods to move the posts. And make a further rule that you can't discuss specific RPs in depth here, only announce them and direct people to the where a discussion is.
