Unrelated, I came up with the idea of a group of people that don't trust anyone with powers, known as Cerberus. They monitor heroes from the shadows, and use whatever means necessary to protect humanity from rogue/rampaging powered individuals.

All things electric, he can absorb, create, and manipulate electricity in any imaginable way, though his power have really broken his mind.

Metal Physiology: The Silver Queen body is made of a durable metal, which she can also manipulate at will, but is immune to the manipulation of other Metal manipulators or metaleokenetics. She can absorb more metal into her body, but this is a length process, though it does heal wounds.
Enhanced speed and reflexes.

Power Origin Type:
Mutant: Born with their unique power set. Few things can disempower a mutant.

Motivation: One to three sentences to explain motivation, below are some suggestions:
Crazy:Performs villainous deeds for some irrational (and probably secret) reason.
Battle of Wits: The villain commits crimes seeking the thrill of matching wits with superheroes. This villain is the kind to employ some of the most elaborate deathtraps.
Having Fun: The villain just plain enjoys breaking things, stealing, and beating up our heroes. He's not crazy, he just wants to have fun!

Really, the Silver Queen is sane enough to have goals and crazy enough for them to be completely insane, yet still sane enough to wish to fulfil them. Right now however she has little other motivation than making a quick buck or two off her talent for violence.

Personality: Psychotic, Murderous and sadistic, Quicksilver has a predatory demeanour and a lust for blood. She enjoys combat immensely, often revealing in killing and fighting. She’s intelligent and cunning, and can seem surprisingly sane at times, while at others she seems like a complete lunatic.

Pretty much. Although (and this is just a personal thing, so the OPs may decide differently), I'd advise that if you want to go in with a big game-changing plot, run it past the OPs/ Co-OPs first. That way they'd be able to fit it in with whatever else they've got planned under the hood Alternatively, the impression I get is that this is meant to be a kind of RP-verse of multiple ICs with different storylines.

I'd hold off. Try sending the OP, Co-OPs a TG with your app in it. That should ensure that they'd see it. But jumping into an IC without getting accepted tends to be seen as poor etiquette...
