I have some info for you. You do not dictate what happens with any nation but your own. So you cant say whether or not the King of Norway's letter arrived in Berlin I can reply to it which signals that it did and I am drafting one right now so strike that bit from your post.

France controls Morocco so you would need to request permission to dock at any of the ports and resupply there.

France also controls Egypt and by extension the Suez Canal.
