Navy: 1,000 Service members, 6 Cruisers, 2 Battleships, 3 Corvettes, 1 experimental Submarine. Same as Army, equipment and ships are kept up to date and in working condition.
Air Force: The Papal Republic is experimenting with Aerial Warfare, and they currently have 50 member, mostly engineers and repairmen, 2 Recon Planes and an experimental Biplane Fighter. As with the other two branches, all planes and equipment is up to date and well maintained.
Economic Strength: Not extremely rich, but a rather rich nation. Infrastructure: First World European nation, so infrastructure is amazing. All equipment in hospitals, fire departments, and police stations is up to date and maintained, as are roads and buildings.
Scientific Research and Development: Currently most technological progress is focused on military might, as the constant fear in the Papal Republic is that North Italy will invade South Italy, supported by Germany.
Primary Goals: Pope's Goal: Spread Catholicism through Papal Somaliland and other areas of Africa.
President Mandazi's Goal: Secularize the Papal Republic completely, severing the link between Church and State.
Both aim to improve relations with North Italy, and to trade the province of Roma in exchange for control over the Peloponnese.
History: After Italy lost the Great War, it's populace saw the current government as one who was unreliable, and as such was angry for the loss of the war and at the government in general. The Pope, sensing an opportunity, inspired the Catholic majority of Italy to rise up against the Italian Monarchy. After 2 years of fighting, the Pope declared a New Papal State. However, this was short lived as the majority of people were tired of living under a monarchy, and they voted for South Italy to become a Republic. The vote was a success, and the Papal Republic was born. The next half century was spent building and improving upon the Armed Forces, as the fear throughout the country was that Italy would try to retake the Republic with support from the mostly Protestant Germany. After relations between North and South Italy improved slightly, the highly militarized border between the nations was De-militarized, and the Papal Republic set it's sights towards Africa, landing several Regiments there and securing Papal Somaliland in the early 1890s. Currently, the Papal Republic seeks to improve relations with North Italy, and to give Roma Province to North Italy in exchange for Republican control over the Peloponnese Peninsula, currently controlled by North Italy.

The army is still kept (mostly) at the cutting edge of technology, at compared to the rest of the Western Hemisphere, and trade with the USA, Mexico, and the great powers in Europe keeps the military ready and practiced.

History: After the conquest of the Tawantinsuyu and delaying of the Sapa Inka, the king of Spain made the entire former empire into the Viceroyality of Perú. Nobody knows where the name came from, probably made up by a Spanish slave driver during the "Spanish Inka" phase. But it stuck, and the Viceroyality of Perú became to biggest in South America. The Viceroyality gradually grew to encompass all of the Andes, much of the jungles in the north and east, and the coast down to Santiago. Even much of western La Plata eventually became under the jurisdiction of the viceroy. And with the Tawatinsuyu resettlement of families most of the population was of one language and faith. The natives were enslaved, forced to work in the silver mines, the work was so terrible that mother would cut off the hands of their children so they wouldn't be forced to mine, etc. Until 1799. With the French Revolutionaries invading Spain, and the British blockading the resulting French client state, the natives (who were now a mix of Spanish and Quechua) revolted. Inspired by the United States of America's aspiration for liberty, the viceroy was overthrown and the aristocrats killed. The viceroyalty became the republic, with a fully Andean president. With the Spanish not even able to consider reconquest until after the Napoleonic Wars, the new nation was given a full two decades to consolidate and build up for the inevitable attempt by the Spanish to bring the Perúvians back under their heel. Only the invasion never came. Instead, all the Perúvians got from those two decades were a huge amount of coastal forts, an organized militia that turned into the army, and labor groups that built the forts now we're building roads and irrigation. Great measures were taken to turn the former colony from a mine and plantation state into a functioning nation. By the 1850s it was blatantly obvious that the Spaniards weren't coming back, and relations began to normalize between the two. In addition, the 1850s became the time of industrialization for the country, with factories opening up along the coastal cities and in the inland to extract iron, copper, tin, silver, and gold ores along with stone, agricultural products, and clay. Soon, due to actions by the government, the industry began to refine these materials and sell them on the global market. Suddenly thousands of tons of Gran Perúvian steel, coal, furniture, and clothing were available across Europe and boosted the economy. Around this time the La Platans were officially annexed into the republic, creating tension across the continent, but efforts to assimilate the culture into the Andean one and the fact that Pan-Latinoaméricano nationalism was beginning to take root turned the La Platans into (mostly) willing citizens. It still took several years until the next generation saw themselves as Gran Perúvian. The economy continued to grow for the next few decades at a stable rate, and with American and European influence in South America growing, the Gran Perúvians began to build a navy to combat any attack. So your tiny South American Navy managed to scare off the massive and modern German and French Pacific Fleet's. I mostly speak as to Germany. Which you could not scare off because Germany was already established as a modern naval power before your nation was even founded.
You do realize that any technological advancement in your nation would require close and very friendly relations with countries like Britain, Germany, France, and the USA. Because those four countries would be leaders as to technological development throughout the 1800's.
Essentially compared to European militaries, yours is no where near on par.
