Like I said, furthest back burner and forgot until someone (or multiple someones) get brutally killed.
Electroactive polymers and a HAL 5 system would bankrupt ATHENA at this point anyway, so that's one reason for leaving it behind.

XCOM has always been a game where you're playing the longest possible odds. The canon that Firaxis has established reflects that. I don't see how you can look at that and say "yeah, it's a shit sequel" without knowing anything else about it.

If you go into everything and assume it will suck until proven otherwise, you'll be pleasantly surprised about ~15% of the time. It's what I do and I'm never disappointed.
