Infrastructure: Poorly-maintained infrastructure in the villages and towns, with the best infrastructure in the capital city, and it goes down from the capital city until the smallest towns and cities.
Primary Goals: To maintain absolute rule over the Sultanate, to modernize economy and military, maintaining relationship with Ottomans, and to consider whether or not accepting the ideas of the Enlightenment.

Protect Poland from Austria? Austria is trying to protect Poland! We only want to help Poland and preserve her sovereignty. Plus, both Poland and Austria are constitutional monarchies, so at least Poland would be allying with a nation with similar ideals if they allied with me.
