As the 19th century came to an end and the 20th century came chugging forward, Germany found it's allies in the newly formed Italian Republic and its old friend, the Russian Tsardom. Yes and no. It was an independent nation before the Andean Empire absorbed it, as the Kingdom of Tiahuanaco ruled by the Estuardos (Latin American offshoot of the Stuart dynasty). Basically San Martin came to party, Luis Estuardo got the boot and was exiled to the Scottish East Indies, and San Martin married an Estuardo girl. Then when the Andean Empire met its end, they got their independence once more. Whether or not the Estuardos were restored is up to you really, and if it remains the Kingdom of Tiahuanaco appears to be up to you as well.

Also, your government should probably be defensively-minded right now. Serbia, Bulgaria, and Greece all want to partition you, and Austria would be more than happy to gain influence in the region. Putting Albania on top of that, and then removing Italian backing, seems very counter-productive.

Plus, in that case, I think it could be renamed.
A decent event for South America would be a revival of the Andean Empire under a legal successor of the House of San Martin, much like the Third French Empire except much, much later than usual. This would bring about a very interesting series events, especially with Peru-Bolivia and Nova Roma, and most likely draw the continent into another war.

Bolivar existed, he was a well-liked guy Republican, and fought valiantly against San Martin in the War of the Confederation over in Colombia. He could have been made into a martyr by your nation, and they lifted his name as a testament to the "Man who stood against Emperor San Martin", or more realistically, we could retcon Bolivar having a son or a brother that liberated the nation to avenge his father/brother's death.

However, over the amount of time that passed by, and after the serfs had been freed, a call for a limited Representative body to advise the Tsar was made. The end result was the creation of the Russian Senate; a 10 man Representative Branch headed by the Prime Minister which would help advise the Tsar, but ultimately would have limited control. This event occurred on August the 10th of 1869. It was during the reign of Alexander II. It was a major breakthrough for a limited Democratic government in Russia. These intense changes of the true nature of the Senate, and its members occurred during the reign of Alexander II in 1881, the same year in which Russia went to war with Aragon and Anglois. While Alexander III contemporary real history is called the "Peacemaker" his FoE nickname is the "Warmaker" because he started a war within his first year of office as Emperor of all of the Russias.
Brief Explanation of Government: While what above said about the due process of the Russian government is true. It should be duly noted that the military plays a large role into the politics of Russia. While the Senate is a very stylish, egotistical, and appearance-concerning thing for how the Russian Government and Internal Affairs of the State are looked upon, the military plays a key role in politics as well. The Russian Imperial House (Of Yekatarina-Romanov) plays directly in hand with the military. This is because, as in contemporary history Russia was a directly-led autocratic state the Military has no department to adhere to, the leaders of both branches of it; the Army and Navy under the respective command of a Field Marshal (The Highest Russian Army Rank) and a Grand Admiral (The Highest Russian Navy Rank) report directly to the Tsar and take their commands and orders directly from him. As such, the fact that a Prime Minister over the years has played directly into the way Russian politics works. Because of the strong military alliance with Germany (enacted by Alexander III in 1883) who he himself was also very Pro-War, the Russian populous as a whole and the Military were also Pro-War. The fact of the Prime Minister and the disaster that has begun in Russian politics has to due with the process of Prime Ministerial Selection, and what happens with it.
The Prime Minister is an appointed position by the Tsar to run both Legislative meetings of the Russian Senate, and to help administer with Heading the Government, (As the Russian Emperor is largely more in charge of the administration of the State as a whole). Because of this, the Prime Minister's duties and many responsibilities are many times overlooked by the Russian public in contrast to that of the Tsar. The Prime Minister is allowed to sit for 4 year terms, and cannot be taken out of the position by the Tsar afterwards unless he gets a 3/5 majority vote by the Senate to forcibly remove the PM from office. In this way, this is how sketchy politics have begun to occur in Russia.
As the Portfolio will say, the Tsar has begun to lose power, and Nicholas II is now considered a weak Tsar. The Prime Minister is considered powerful (which is not directly said on the Portfolio) but also extremely Anti-War. The general Russian public, which has not suffered a major defeat since 1881, wishes for further war to help address the problem of decentralization of allegiance and general control and influence of the Baltic region. Following the war with Aragon, Russia, as a byproduct lost the ability of its Balkan Fleet. While this was a subsidiary of the Black Sea Fleet (Which is still quite powerful in terms of sphere of influence in the Black Sea), Russia's overall influence in the Balkans has diminished substantially, with several powers preferring allegiance or pro-style foreign policies towards powers such as Austria-Hungary-Bohemia, Italy, and Anglois; the latter who helped deter Russian expansionism in that war and such.
The general attitude continues in Russia calling for expansionism and an increase in its spheres of influence in both the Baltic and Balkans as well as in Asia. Despite this, the Prime Minister currently elected to a four year term since 1910; Mikhail Brundovich is not only Anti-War, but also Anti-Expansionist, and Anti-Aggressive. He wishes for an isolated Russian state which stays out of European affairs. He sees this move as smart and a better choice for the overall productivity and accomplishments of a future Russia.
However, this attitude is not well-taken in either the Senate or by the Tsar, but a 6-4 vote or higher has never been achieved. Nicholas II's primary goal is the ousting of Brundovich because of the weight his voice carries and the people he's begun to rally behind him, despite the fact that this movement is small and a minority. Nicholas II regardless sees it as a substantial threat to hsi voerall goals and future accomplishments as Tsar of the Russian Empire, so he has attempted to negotiate with the Senators for their votes. In this way, sketchy politics have occurred because of the more weight the Senate was given over time. That weight was assuming the fact the Senate would always be a by-product and subsidiary of the Tsar's voice. But as it becomes seen that some Senators have gotten behind the Prime Minister, and Senators are no longer appointed by the Tsar but elected by their regions of influence, to 10 year terms, after a final act of Alexander III in a 1893 Policy.
It becomes a game of cat-and-mouse between the Tsar and the Prime Minister and because the Prime Minister now can affect more things in terms of military funding, keeping track of and semi-administration of Russian National Bank Accounts, and the other power and weight his persona carry, the Tsar has become caught in a constant competition with the Prime Minister for votes from the Senate.
Even though Nicholas has the support and backing of the entirety of the military, and the Prime Minister's anti-war talks and speeches have obviously not moved a sole within a very aggressive and thirsty-for-war Russian military system, the military can't do anything about this. After all, the image the government would have if the Prime Minister was just taken out by the military would be bad for fellow relations with neighboring powers as well as those still within influence.

His power was known by all, and he focused primarily on getting Russia on the path to world stage influence, and popular recognition and favoritism of its politics and policies. Nicholas I was a silver-tongued diplomat. He spoke with such heartfelt emotion and enjoyment. He is popularly referenced as the man who was able to successful turn Russian common-folk back to the side of the Imperialist Government and society. His nickname was Nicholas "the Motivator". He was an electric politician and royal autocrat. He enjoyed his rule into 1855 when he died and was succeeded by Alexander II.
Alexander II was a harsh but stable ruler, able to implement new forms of government into the Russian system. In 1869, the Russian Imperial Senate became the testament to his true quest for semi-representative society in Russia. Though he was a favorable ruler than in contemporary history, he still was known for several misdoings. Nicholas has continued due negotiations with Germany, and maintaining a trusted, well-respected relationship by sending the former Foreign Minister as an Ambassador who is very much so Pro-War as a testament to the military aggressive German-Russo Alliance, and the power the two hold in terms of Northern European involvement and sphere of military-spited influence. Since 1910, Nicholas has dealt with the split in governmental progress due to his ever-so Anti-War mongering Prime Minister who serves as the true foil and opposite to both Nicholas, his favorited Senators, and his well-suited, aggressive, and loyal military. In addition, since 1895, the young Vladimir Lenin (Now aged around 41) has also been a continued annoyance and gotten in the way of some plans. His peaceful protests, now outlawed due to the true harsh and anti-political and Imperial codes they break in accordance with policies passed against Socialism and Communism in Russia in 1892 by Alexander III have brought many to back him. These are mostly in Northern Russia, including the Finnish borderland territories, but the popular front for a Communist Revolution continue to rise. Still, for now, Lenin's movement talks to some as both an Anti-War movement and an Anti-Imperialistic touch with those who are very radical about a change in government and leadership, although as said, it is not as bad as contemporary real life. Still, with both Lenin and Prime Minister Mikhail Brundovich to deal with, Nicholas II has been stressed. If Lenin were to create an Army and use actual violence in his quest to spark what he calls "Marx's great plan for Social Equality and the end to the Class Structure" than Nicholas II would be in a worse but not terrible spot because of the efficiency, size, and maintainment of the Russian Empire in this regard, also unlike in contemporary Real-World 1911 Russia.
