Personally, if you are going to use a flag other than Calt's, I suggest this flag.

I assume when either of them are at war with eachother, the Tibetans could send an army down to help either one from a separate flank.

Also there are white strips above the red and under the blue strips so it is less Dutch.

I'm certain that I will invest Savoy's money first on economy and then to military. Agriculture investment first, then off to buy arms and munitions. From Mughal or Savoy. I will post tonight.
