Ember could possibly be harmed by directed cold. Like Captain Cold's Cold gun. Since it removes all the heat, I can imagine it would be unpleasant.

As for Zephy... Not sure.

I'd imagine Radiation would be problematic.

Nothing that Liberty has, that's for sure. She is woefully under-equipped to deal with anything that doesn't have a physical body.

I think Cold work would for Zephy too once it gets to a certain point.

I'm inclined to Electricity just causing Zephy to feel like she's being tickled in essence making her harmless even if not wounding her. Ember however, Electricity always goes paired with a lot of heat, looking at your characters powers I just get the feeling that anything you'd try would do nothing at best and make Ember stronger at worst.

That doesn't leave me with a lot of options. I know she's going to loose this fight because retreat isn't in her vocabulary and there's not much I can do in the meantime...
