I should mention, it's on the mechanics page Excidium linked to. I'm pretty happy with it.

Well, if they meet regularly, i already has some centralization. I thought you meant you had completely independently acting groups.

Decentralization doesn't mean that they are completely separate.

Make no mistake, they are still independently acting. They just listen to the master packs. Just look at my civ info.

Then they have some order to them. Its like a person whose limbs act on their own but listen to the mind. The Mind can tell them what to do and they may or may not do what they're told. If they don't listen then, if needed, you can use force or some other form of punishment using the other limbs.

So it's like semi-autonomous groups who already halfway to accepting a monarch/chief? And you haven't settled down yet? Interesting then
(I'm just asking because I took a class on exactly this topic last year and I'm trying to remember and apply what I learned :P )

That sounds very different from "decentralized packs". More like my civilization already, actually :P

Carl Sagan, astrophysicist and atheist wrote:"Science is not only compatible with spirituality; it is a profound source of spirituality.
When we recognize our place in an immensity of light-years and in the passage of ages,
when we grasp the intricacy, beauty, and subtlety of life, then that soaring feeling,
that sense of elation and humility combined, is surely spiritual...The notion that science
and spirituality are somehow mutually exclusive does a disservice to both."
"A rejection of all philosophy is in itself philosophy."
