Decentralization doesn't mean that they are completely separate.

Make no mistake, they are still independently acting. They just listen to the master packs. Just look at my civ info.

Then they have some order to them. Its like a person whose limbs act on their own but listen to the mind. The Mind can tell them what to do and they may or may not do what they're told. If they don't listen then, if needed, you can use force or some other form of punishment using the other limbs.
