Yes and no. In AC0 they were technically allies.

Edit: Are we gonna have a sort of Area 88 thing where pilots are under contract for X number of years with the ability for pilots to buyout their contracts at X amount.

Since the AC devs drew inspiration from this series (and apparently recently did an AC Infinity event around it), for those who have not seen it and for those who may want to see it again, here is an Area 88 English Dub YouTube Playlist.

And for those who don't know, Area 88 is an anime set in a fiction country, in the 1980's following a band of mercenary air force pilots.
