3. Naval warfare bonus
4. Warfare bonus against celts
5. Faster fleets.
6. Can declare a crusade of sorts at almost any time, and tribes that practice the religion of the Nordi will assist in defence.

I'd scale it down a bit. For example, you can declare war without a CB, but you will still take a penalty for annexing land. The crusade thing, I'm not so sure about. It might be more of a diplomatic bonus with Germanic factions or maybe a free conquest CB against the Finnnic and Celtic countries.

Perhaps I have a bonus against non germanic religious people, especially against the celts and fins ?

Also, Ik, since we're on the topic of modifiers, do you think that the CB on Finns etc should be a universal Norse/Germanic thing? If so, the same can probably be said about these naval bonuses considering the cultural similarities. Alouite already gave me 4 modifiers and some of them are based around Norse raiding and looting. If we are going to have some culturally universal modifiers I think raiding/looting for the Norse is a good start.
