Crete has a decent navy, and most pirates in the Aegean are Cretans. They've not been Hellenized yet, but will in the 2nd century BCE be Hellenic. For now, they're still Minoan, hence the "Cretan" culture on the map.

Well, they're pirates, not privateers. It is simply the naval nature of Crete that so many pirates come from it.
The fact that Cretan archers are famous shows you they're not Greek, since Greeks mostly use archery for hunting and not warfare.

I think it's funny because if you've seen Minoan clothing, it looks like they're actively trying to expose themselves, like a Minoan dress has a collar that sticks like a conventional collar then dips way down and comes back up.

It just seems a bit silly, though it does make sense. Etruscans actually shared quite a few fashions, but with more jewels and more coverage. Though, in Etruscan society it was just as casual to see someone naked, so that tells you something right there.
